Η The National Policy Statement for strengthening Entrepreneurial Ecosystem aims to shape a new, development-oriented, entrepreneurial culture in Cyprus.

The National Policy for Open Access provides the framework, the process and the general implementation provisions which facilitate research funders and stakeholders, in their efforts to adopt policies for Open Access to Scientific information.

The “Scientific Visa” allows researchers from third countries to enter, reside and work in Cyprus for more than three months. In 2009, Cyprus has amended the national law on Aliens and Immigration, according to the European Council’s directive on ‘a specific procedure for admitting third-country nationals for the purposes of scientific research’, to incorporate the procedure for granting work permission to researchers from third countries for more than three months for the implementation of scientific research activities.

The “Cyprus Startup Visa” programme allows talented entrepreneurs from third countries (outside the European Union and the European Economic Area), individuals or in teams, to enter, reside and work in Cyprus in order to establish, operate and develop startups with a high growth potential.

The legislation governing the University of Cyprus and the Cyprus University of Technology was amended in 2018, aiming at the setting a suitable and modern legal framework that allows the two public universities to establish and participate in companies and organizations.

According to the national legislation, for the research activities with human involvement/participation carried out in Cyprus bioethical monitoring is required. The monitoring of research activities related to moral, bioethical and ethical issues is the responsibility of the Cyprus National Bioethics Committee (CNBC).

European Research Area

ERA Roadmap 2015-2020

The European Research Area (ERA) is a unified research area open to the world and based on the internal market.

The ERA enables free circulation of researchers, scientific knowledge and technology. The six priorities of ERA are:

  • more effective national research systems
  • optimal transnational cooperation and competition, including optimal transnational cooperation and competition and research infrastructures
  • an open labour market for researchers
  • gender equality and gender mainstreaming in research
  • optimal circulation, access to and transfer of scientific knowledge including knowledge circulation and open access
  • international cooperation

In 2015, the European Council reaffirmed its commitment to a fully operational ERA and endorsed the  ERA Roadmap 2015-2020.

Monitoring of ERA roadmap implementation is integrated into the ERA progress reports, on the basis of headline indicators proposed by the European Research and Innovation Advisory Committee (ERAC).

European Strategy Forum on Research Infrastructures

ESFRI, the European Strategy Forum on Research Infrastructures, is a strategic instrument to develop the scientific integration of Europe and to strengthen its international outreach. The competitive and open access to high quality Research Infrastructures supports and benchmarks the quality of the activities of European scientists, and attracts the best researchers from around the world.

ESFRI operates at the forefront of European and global science policy and contributes to its development translating political objectives into concrete advice for RI in Europe.

The ESFRI Road Map 2021 describes Europe’s needs for the next 10-20 years, to create or upgrade a large-scale pan-European Research Infrastructure.

Institutional Funding

In order to handle requests by research institutions claiming state sponsorship, in a fair and impartial manner, based solely on quality criteria, the Chief Scientist, with the support of the RIF, and following relevant suggestions of the National Council for Research and Innovation, have proceeded with the implementation of a comprehensive proposal for the “Development of a mechanism for the evaluation of requests by research organizations for State Sponsorships, in the form of institutional funding”.

The specific policy paper produced included:

(a) all currently available funding mechanisms for research and innovation in Cyprus,

(b) the mechanisms and good practices applied in other countries, and

(c) the national mechanism for institutional funding, its relevant implementation process, as well as its evaluation and monitoring criteria.

Institutional funding is expected to strengthen the critical mass of research potential and infrastructure in specific research areas/research applications, increase the sustainability prospects of the funded research centres, promote scientific excellence and its socio-economic impact, as well as establish Cyprus as a regional hub of research and innovation, in a manner aligned with the priorities set out by the National Strategy for Research and Innovation.

The process was approved by the Council of Ministers in October 2019, and the RIF took over the preparation and ratification of Funding Agreements, as well as monitoring of their implementation.

The main features of the procedure for submitting and evaluating applications for granting institutional funding are stated in detail in the aforementioned policy paper. The provisions governing the terms of granting the funding, as well as the process of its monitoring and control, are further described in each Grant Agreement signed between the RIF and the institutions receiving the Grant.

In general, the following characteristics apply:

(a) The funding has the form of institutional, non-competitive, state sponsorship, and is granted to research institutions after the evaluation of a series of quality criteria. This follows the submission of a relevant application by the interested institution, in the form of a project proposal, with a specific timeline and action plan.

(b) Both research and innovation activities can be funded, irrespective of scientific field. It is expected that each project proposal will include a combination of such activities.

(c) The research institution has the obligation to submit any required data, within a specified period of time, relating to its procedures/policies, as well as a Proceedings Report once the duration of the Funding Agreement comes to its end.

(d) At the completion of each Funding Agreement, the RIF, in accordance with its internal procedures, is expected to appoint an Expert Advisory Committee. This Committee will be called to evaluate the scientific, social and economic benefits arising from the Business Plan of each institution, in accordance with relevant evaluation criteria previously approved.

(e) The Funding Agreement also includes a series of legal provisions relating to the obligations of the funded institution to comply with national and European legislation, as well as provisions safeguarding the funding body.
