National Policy Statement for the Entrepreneurial Ecosystem

National Policy for Open Access
The National Policy for Open Access provides the framework, the process and the general implementation provisions which facilitate research funders and stakeholders, in their efforts to adopt policies for Open Access to Scientific information.
Scientific Visa
The “Scientific Visa” allows researchers from third countries to enter, reside and work in Cyprus for more than three months. In 2009, Cyprus has amended the national law on Aliens and Immigration, according to the European Council’s directive on ‘a specific procedure for admitting third-country nationals for the purposes of scientific research’, to incorporate the procedure for granting work permission to researchers from third countries for more than three months for the implementation of scientific research activities.
Cyprus Startup Visa
The “Cyprus Startup Visa” programme allows talented entrepreneurs from third countries (outside the European Union and the European Economic Area), individuals or in teams, to enter, reside and work in Cyprus in order to establish, operate and develop startups with a high growth potential.
Creation of spin-of companies by the public universities
The legislation governing the University of Cyprus and the Cyprus University of Technology was amended in 2018, aiming at the setting a suitable and modern legal framework that allows the two public universities to establish and participate in companies and organizations.
Cyprus National Bioethics Committee (CNBC)
According to the national legislation, for the research activities with human involvement/participation carried out in Cyprus bioethical monitoring is required. The monitoring of research activities related to moral, bioethical and ethical issues is the responsibility of the Cyprus National Bioethics Committee (CNBC).
